mine's motor grader and the road appears to be compacted from the routing of heavy <br /> construction equipment and coal haulage over the road. The road is constructed in the <br /> same location as the road used by the mine in the 1970s and 1980s. The road structure <br /> appears to be stable, evidencing no indications of cracks, deep rutting, settlement, or <br /> slope instability. Side cut slopes are insignificant and cut slopes stability is not a <br /> problem. The road drains a small area within the cut slopes; therefore, the volume of <br /> runoff within the road is insignificant. <br /> The CMLRD approved design is shown on Exhibit 12-2, Operations Plan and described in Tab <br /> 13 of the Nucla/Nucla East Permit Revision.
