COLORADO DEPAKI'm1.',wr OF HEALTH
Water Quality Control Division
Rationale - Page 3
Permit No. CO-0000213
EFFLUENT LIMITATIONS, RATIONALE. AND MONITORING FREQUENCIES:
Table 2 below denotes effluent limitations and the rationale which determined
the limitations.
Table 2
Monitoring
Parameter Limitation Rationale Frequency*
pH, s.u. 6.5 - 9.0 e/ WQS Weekly
Oil and Grease, mg/1 10.0 e/ SES Weekly
Total Suspended Solids,
mg/l 35/70 f/ BPT Monthly
Total Iron, mg/1 3.5/7.0 f/ BAT Monthly
Settleable Solids, ml/1 0.5 A/ BAT Weekly
Flow, MGD Monitoring Only N/A Weekly
Salinity Monitoring Only N/A Quarterly h/
e/ This limitation shall apply at all times.
f/ This limitation applicable to discharges during periods of no precipitation
and may apply to discharges during periods of precipitation.
$/ This limitation may apply to discharges during periods of precipitation less
than or equal to the 10-year, 24-hour event for this facility.
h/ In compliance with the "Regulation for Implementation of the Colorado River
Salinity Standards Through the NPDES Permit Program", the permittee shall
sample for salinity in the wastewater effluent on a monthly basis until six
samples have been analyzed. Thereafter, monitoring shall continue on a
quarterly basis. The Division will review the first six months of data, and
determine if a waiver of numeric limitations can be granted based on the
salt-load to the river being less than one ton/day (or 350 tons/year). If a
waiver is not granted, the permittee has an additional six months to submit
a report in accordance with the Salinity Regulations, addressing economic
feasability of salt-removal.
* See discussion.
DISCUSSION:
l
1. Total Suspended Solids - E.P.A. promulgated BAT regulations on November
26, 1982, but BCT Best Conventional Pollutant Control Technology) is
being reserved pending finalization of EPA's BCT cost methodology.
Therefore, BPT shall apply. The SES limitation is not applicable
pursuant to Section 10.1.3(3) of the State Regulations for Effluent
Limitations, which states that when EPA has effluent limitations for an
industry, the federal limitations shall take precedence.
7-6-30
