State Reg. Federal Reg. <br /> HEALTH AND SAFETY <br /> Nucla fline falls under the Federal Mine Safety and Health Act <br /> of 1977, PL 95-164. The Mine Safety and Health Administration, <br /> the enforcement agency, is a part of the U.S. Department of <br /> Labor. MSHA is required to inspect and enforce the-Code of <br /> Federal Regulations 30 which includes Parts 48, 71, and 77. <br /> Section 48 sets forth the requirements for obtaining approval <br /> of training programs and specifies the kinds of training, in- <br /> cluding new employee orientation for employees with no mining <br /> experience, new employee orientation for experienced miners, an <br /> annual refresher course for all miners, hazard training for <br /> non-employees coming onto mine property and task training for <br /> employees who are assigned new jobs temporarily. <br /> Part 71 of CFR 30 sets forth standards for dust, noise, sanitary <br /> �- toilet facilties, and drinking water. Under these standards, <br /> miners may not be exposed to respirable dust exceeding 2 milli- <br /> grams per cubic meter of air. The noise level should not ex- <br /> ceed an average of 90 dba over an 8 hour period, the size of <br /> the change roams and number of sanitary toilets must be adequate <br /> for the number of employees, and adequate supply of drinking <br /> water and cups shall be provided. <br /> Part 77 deals with mandatory safety standards. The Part is <br /> divided into 20 subparts with sections under each subpart. The <br /> subparts are Qualified and Certified Persons, Surface Installa- <br /> tions, Thermal Dryers, Safeguards for Mechanical Equipment, <br /> Electrical Equipment - General, Training Cables, (rounding, <br /> Surface High Voltage Distribution, Low and Medium Voltage Alter- <br /> nating Current Circuits, Ground Control, Fire Protection, Maps, <br /> Explosives and Blasting, Man Hoisting, Auger Mining, Loading <br /> 2-9 <br /> APR 9 1980 <br />
