NUCLA PR NO. 2 <br /> There is adequate information in the application on pages 13-10 to 13-29 <br /> and in the cross-referenced sections and Exhibits of the application to <br /> provide adequate information to document the design specifications for <br /> the construction, maintenance, and reclamation of roads. <br /> Comment: <br /> 6. Exhibit 13-2, Facilities Map, Nucla East, shows a haul road which <br /> only goes 1200' west into the property. Will this connect with the <br /> light use road which accesses Pond 007 or access roads into the <br /> pits? <br /> Response: <br /> As shown on Exhibit 12-3, the "Al Ramp" will be the ramp used to <br /> transport coal to the power plant from the coal recovery area. The haul <br /> road ramps will be in a dynamic situation in which the haul road ramps <br /> are advanced with the coal recovery operations. The ramps are field <br /> located to avoid bottlenecks or conflicts between the overburden removal <br /> and coal removal operations. In conclusion, the "Al Ramp" will be <br /> connected to the pit ramps in order to haul coal out of the pit. <br /> Comment: <br /> 7. Peabody will need to construct a containment berm around the fuel <br /> storage area referenced on page 13-34. Please modify the permit <br /> application accordingly. You need to contact the Colorado <br /> Department of Health and file a Spill Prevention Control and <br /> Containment (SPCC) plan. <br /> Response: <br /> Page 13-34 has been revised. Peabody will comply with the applicable <br /> rules and regulations of the Colorado Department of Health. <br /> Comment: <br /> 8. As part of this application, Peabody is proposing a dragline <br /> erection site for post - 1990 mining activities (page 13-34) . To <br /> avoid potential unnecessary land disturbance, the Division requests <br /> that this erection site not be constructed unless it is certain a <br /> dragline will be used at this site. <br /> Response: <br /> Page 13-34 has been revised. The use of a dragline hinges on many <br /> financial and operational decisions. The dragline erection site must be <br /> constructed prior to the delivery of the dragline components; therefore, <br /> there is always a time lag when a decision is made to utilize a dragline <br /> and the dragline actually begins excavating. The assumption or market <br /> condition can change during this time period. These conditions are <br /> 17 <br />
