NUCLA PR NO. 2 <br /> Comment: <br /> 5. Exhibit 12-3 portrays to proposed disturbance at the Nucla East <br /> area which encompasses a majority but not the entire proposed <br /> permit area. Peabody is proposing to permit a total of 235.4 <br /> acres. Table 12-2 specifies in 1989 and 1990 an estimated total of <br /> 234.5 acres will be disturbed. Peabody needs to verify the <br /> proposed permit area , estimated acres disturbed, and Exhibit 12-3 <br /> to insure that the various numbers are accurate. <br /> Response: <br /> Exhibit 12-3 correctly shows the entire Nucla East Permit Area as <br /> revised to 219.9 acres being affected; however, as discussed in Tabs 21, <br /> 22, and 25 , 136.5 acres will be directly disturbed during 1989 and 1990. <br /> The remaining areas, primarily on the west side of the Permit area, will <br /> be a minor type of disturbance or will only be disturbed as a result of <br /> future permit revisions. As a result, the bond calculations will <br /> describe a reclamation reserve account for this remaining 83.4 acres of <br /> the Permit area. <br /> Comment: <br /> 6. Tab 9 - Soils discusses two lift soil salvaging in certain areas. <br /> With separate lifts , this material should be placed into separate <br /> stockpiles. Exhibit 12-3 depicts the various stockpile locations. <br /> The stockpiles should be further labeled specifying whether the <br /> pile is first lift or second lift. <br /> Response: <br /> Separate topsoil stockpiles will be utilized for first lift soil (A and <br /> upper B horizons) , second lift soil (lower B and C horizons) , and mixed <br /> single lift soil (A-B-C horizons) as specified within revised page 21-28 <br /> of the Topsoil Storage section of Tab 21, Minesoil Reconstruction. <br /> Appropriate identification signs will be utilized, as specified in the <br /> response to Comment 1 (Tab 26 - Signs and Markers) , to indicate the type <br /> of topsoil stockpile. Page 21-28 and Exhibit 12-3 has been revised to <br /> include the three types of topsoil stockpiles including a "lTS"-(first <br /> lift topsoil stockpile) , "2TS"-second lift topsoil stockpile, and <br /> "MTS"-(mixed lift topsoil stockpile) in accordance with the topsoil <br /> salvaging plan. <br /> Tab 13 - Facilities <br /> Comment: <br /> 1. In the existing Tab 12 - Operations, Peabody specifies that an <br /> access road will be designed and constructed as if it were a haul <br /> road. In this revision application, Peabody breaks out access <br /> roads into its own category with associated text. While reviewing <br /> 14 <br />
