NUCLA PR NO. 2
cropland area is comprised of map unit 808. This complex is comprised
of 25 percent aquolls, deep (Capability Class Vw) , 15 percent aquolls,
shallow; 50 percent aquolls, moderately deep; and 20 percent Travessilla
(Capability Class VIIs) . These soils are discussed in detail in Tab 9
"Soil Resources Survey" and their location on the landscape is shown on
Exhibits 9-3 and 9-6 of that tab. As noted, many of these soils have a
rather poor capability and occur on marginal sites (i .e. , shallow or
wet) .
Rule 1.04(31) includes haylands under the definition of cropland.
Therefore if hayland production values could be determined for the
cropland areas within the permit area, additional baseline information
would be available. Hayland fields, identified immediately to the north
of the cropland areas, were sampled during baseline. These fields are
operated by Morgan and have the same soils and site characteristics as
the 1987 fallowed cropland areas (see Tab 9, Exhibits 9-3 and 9-6 and
Tab 10, Exhibit 10-2) . The estimated hay production value, which was
determined from field studies for these fields, was 1,168 pounds/acre
(see Tab 10, Appendix 10-2, Table 2-5) . This production should be
similar for the cropland areas if they were in hay production as well .
Tab 10, pages 10-40 and 10-41 have been modified to reflect the above
discussion. Additionally, a new section titled "Testing for Successful
Reclamation - Irrigated Hayland Type" has been added to Tab 22.
Comment:
3. Based upon our review of the submitted baseline survey, the
Division concurs with Peabody's finding that no threatened or
endangered plant species exist within the proposed permit area.
Response:
No response necessary.
Tab 11 - Fish and Wildlife Resources
Comment:
1. Based upon the information presented in Addendum 11-2 and
Attachment 11-2, the Division concurs with Peabody's finding of the
lack of any threatened or endangered wildlife species or their
critical habitat in or adjacent to the proposed permit area.
Response:
No response necessary.
12
