It is currently anticipated that
Montrose County plans on requesting that the
temporary road be left in permanently for local
access to the county landfill site. Because of
this, PCC proposes to use this stockpile for
reclamation on the mine site. The stockpile
location has been included on the appropriate
exhibits (e.g. Exhibit 12-1) as a "stand-alone"
permit area. The stockpile will be removed by
scrapers and hauled along the temporary by-pass
road to the appropriate area on the mine site
when an area has been graded suitably for
topsoil replacement. The topsoil stockpile
location has also been calculated into the
bonding calculations as presented in Tab 13 of
this PR.
(8b) In the TR and, subsequently, this PR, permit
boundaries were modified to incorporate the
permit areas for Pond 001, Pond 006 and the
explosive storage site into the main body of the
permit area. The only "stand-alone" permit area
is now the topsoil stockpile discussed in 8a
above. Since that stockpile will require
virtually no maintenance and, therefore, no
routine travel to it, PCC feels it does not need
to also incorporate that one site in a similar
fashion.
(9) As stated in our letter of July 3, 1986, and
approved in your letter of July 24, 1986, trial
plantings have been deleted from the revegetation
plan in Tab 13 of the TR and this PR.
(10) Tab 13, page 13-15 of the TR and page 13-17 of
this PR (both-reclamation scheduling) have been
written to show drill seeding as the preferred
method of seeding.
(11) As stated in the transmittal letter to the TR,
the TR responded to the need for submittal of a
