As we have discussed, <br /> this Permit Revision includes all planned mining <br /> activities at Nucla Mine from its reopening through 1988. <br /> Because of the history of permitting for Nucla, reopening <br /> the mine after temporary cessation, responding to mid-term <br /> comments, and the general aging that has occurred to the <br /> Nucla Permit document since it was issued in May, 1983, <br /> this submittal has taken the form of a complete new Permit <br /> Application Package (PAP) , designed, upon approval , to <br /> completely replace the existing document. By this means, <br /> Peabody Coal Company hopes to eliminate any confusion on <br /> the part of PCC or CMLRD as to what document is most <br /> current. <br /> This PAP incorporates, as we agreed, all of the changes <br /> that were made during the TR process to reopen the mine, <br /> including changes to the TR made in Response to Comments <br /> received on the TR as submitted to PCC by your letter of <br /> November 6, 1986. In addition, this PAP also includes all <br /> past responses and those remaining responses to the <br /> Mid-term Review of March 25, 1986. <br /> Following is an outline of Mid-term Review questions and <br /> responses, following the format of your letter of March <br /> 25, 1986 and referencing subsequent correspondence between <br /> PCC and CMLRD. <br /> Sec. III A postmining topography map was supplied to <br /> CMLRD on April 21, 1986. In your letter of July <br /> 24, 1986, this was deemed an adequate response <br /> to the permit stipulation. <br />
