Introduction This document has been prepared in response to a Permit Revision application (PR No. 1 ) submitted by National King Coal , Inc. (NKC) on April 6, 1989. The revision would incorporate into the permit area an additional 60 acres recently acquired by NKC through a modification of Federal Lease C-29125. The 60 acre revision area is immediately adjacent to the current permit area. The permit revision does not involve additional surface disturbance, nor does it extend the projected life of mine. In essence, coal to be mined within the revision area replaces unmineable reserves in the existing permit area. Due to the absence of surface disturbance and relatively minor impacts of the proposed revision on the approved mining and reclamation plan, most sections of the Division' s July 9, 1987 Findings of Compliance for the King Coal Mine remain applicable and are not changed by the proposed revision. This document is based on information in the permit application, the permit revision application and adequacy review responses. For a number of disciplines, the July 9, 1987 Findings of Compliance have not been affected by the revision and the reader is referred to that document where applicable. This document contains the following items: 1 ) . A summary which includes a description of the Division' s review process. 2) . A description of the existing environmental conditions. 3) . A description of the operation and reclamation plan. 4) . The written findings of compliance the Division is required to make pursuant to the Colorado Surface Coal Mining Reclamation Act of 1979. The permit revision application is on file at the office of the Mined Land Reclamation Division, 1313 Sherman Street, Room 215, Denver, Colorado, and at the La Plata County Courthouse, 1060 East Second Avenue, Durango, Colorado. -2-
