Nor was there any dust being <br />tracked onto the public roads at the unit train loadout or at the East Mine . For most of the sites, the vegetative <br />cover is holding down any dust problems. <br /> <br />BACKFILL and GRADING – Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handl ing of Acid and Toxic <br />Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> At the East Mine, the operator had recently roughened up the ground surface of some of the backfilled and <br />graded areas so that the reseeding of those areas would have a be tter chance of success. Since the last inspection, <br />the operator had hydroseeded those areas. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4 .05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The sediment control at the entrance to the East Mine was in place, although some of the silt fence along <br />the road corridor needs a little repair. The operator had recently added to the number of cross ditches along the <br />road. <br /> <br />The operator also had repaired the riprap in the collection ditch section that li es just to the west and, also, just <br />below the backfilled portal bench area. This had been an issue during the OSM federal inspection on May 26, <br />2011. However, the Division was concerned that the bottom of the channel was covered in dirt, not riprap. The <br />op erator, in response, dug several trenches in the bottom of the channel to confirm that riprap was below the dirt at <br />the bottom of the channel (Figure 1 and Figure 2). The riprap in the remaining sections of the collection ditch also <br />was in place.
