There was no operator representative <br />present during the inspection. Weather conditions were sunny and cool. Ground conditions were dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />With Technical Revision No. 61, the Division approved the removal of drainage control features at the South <br />Portal and North D ecline including Sedimentation Ponds 7, 8 and 9. The focus of this partial inspection was to <br />view the reclamation work that has been recently completed at these locations. At the South Portal Snowcap Coal <br />Company, Inc. (SCC) has reclaimed Pond 8. Pond 8 received a small amount of discharge from the North <br />Collection Ditch which originates from the South Portals French Drain. In accordance with the Post Mining <br />Topography plan the flow from the North Collection Ditch is directed to a perimeter ditch at the base of the <br />Roadside South Refuse Disposal Area. The flow is estimated at about 2 gallons per minute and flows down to <br />Pond 9. The ditch was flowing at the time of the inspection. The flow just makes it to Pond 9 but there was no <br />accumulation of water in Pond 9 as a result of the discharge. Pond 9 has not yet been reclaimed and SCC is not <br />planning to reclaim Pond 9 this year. We will reevaluate reclaiming the pond next spring when we can determine <br />what impact the outflow from the South Portals French Drain has and whether or not there is significant <br />accumulation in the pond resulting from the discharge. <br /> <br />At the North Decline Pond 7 never retained any water and the surrounding reclaimed areas are in good condition
