No problems were observed on the goal refuse area. <br /> <br />ROADS – Rule 4.03 : Drainage 4.03.1(4)/4.03.2(4); Surfacing and Ma intenance 4.03.1(5) and (6)/4.03.2(5) and <br />(6): Reclamation 4.03.1(7)/4.03.2(7): <br /> <br />Runoff from recent rainstorms ap p ear s to have been appropriately directed off the access and light use roads. The <br />access road to the Monarch fan was not traveled. No gullying of the access and light use roads was observed. <br />Water bars on the roadways have functioned appropriately. The light use roads on the north and south sides of the <br />coal refuse area were in good condition. Due to the damp conditions the inspector did not d rive along the ditch on <br />the west side of the refuse pile. <br /> <br />REVEGETATION – Rule 4.15 : Vegetative Cover; Timing: <br /> <br />Vegetation on the reclaimed areas ha s cured up/browned up for the season. Moisture from recent rainst o r ms did <br />not appear to be greening up the vegetation. The portal reclamation area shows no evidence of noxious weeds. <br />Mature rabbitbrush are present on the reclaimed portal area. Closer examination of the rabbitbrush plants find s <br />that many appear senescent and dying back. No young rabbitbr ush seedlings were found in the vicinity. Adjacent <br />and occurring together with the senescent rabbitbrush were large healthy four wing saltbush plants. Numerous <br />P inyon pine and juniper trees were noted in the southern portion of the reclaimed portal area. Some of these pine <br />and juniper trees were in exclosures with weed barriers, but many were thriving outside of the exclosures. Shrubs <br />are becoming well established in the southern portion of the portal area. <br /> <br /> <br />TOPSOIL – Rule 4.06 : Substit ute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> <br />One small topsoil pile remains at the far northwest side of the coal refuse dis p osal area.
