There were no problems with dust at any of the sites. All of the mine site locations were wet from the <br />melting of a recent snowfall. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.0 5.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impo undments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The sediment pond at the unit train loadout did not have any standing water in it. The bin wall <br />embankment of the pond appeared to be stable. The gate on the primary discharge pipe was in the closed p osition. <br />There was no blockage of the open channel emergency spillway. The ditch and culverts of the upgradient <br />diversion system around the sediment pond were in place. The collection ditch and half culvert on the west end of <br />the train loadout were functio nal. <br /> <br />The sediment pond at the temporary highway coal stockpile area was wet but had no pool of water. The same was <br />true for the sediment pond at the reclaimed run -of -mine coal stockpile area. The two collection ditches leading into <br />that pond had sufficien t capacity. The two sediment ponds that are in series at the West Mine had no standing <br />water in them. The embankments of the two ponds appeared to be stable. Because of the muddy entrance road at <br />the East Mine, the ditches and ponds in that area were not i nspected. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br /> Because of the very muddy entrance road, the inspection did not include the East Mine. Therefore, the
