November 18, 2011 C -1981 -035 /King Coal Mine MLT <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 1 Page 3 of 8 <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br /> Access to the top of the Refuse Pile at King I was not attempted, due to a portion of the road <br />(near the site of the former Shop buildin g), which was snowy and muddy. <br /> The outer slope of the Refuse Pile appeared to be stable and well vegetated. Clearwater <br />diversion ditches on the north and south of the pile were clear and unobstructed. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> Numerous sets of fresh deer prints crossed the surface of the topsoil stockpile at King II. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3 ; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The East and West Sediment Ponds at King I each held small pools of water that were <br />partially frozen. <br /> Rods were installed on the pond floors to monitor sediment accumulation and water level. <br /> The King II Sediment Pond was empty, although the pond bottom appeared to be damp. The <br />spillway structure was inspected and found to be in good condition (Photo 3 ), as was the <br />outer slope of the pond embankment (Photo 4 ). <br /> Clear water diversion ditches at King II were stabilized with either riprap (western ditch) or <br />vegetative cover (eastern ditch) as detailed on permit map number 007A. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> Petroleum products at King II are stored in the Oil Storage Shed, beneath a roof. Second ary <br />containment is provided for the large tanks, barrels, and miscellaneous equipment. <br /> The portal at King II is now identified with a new sign (Photo 5 ). <br /> Water for King II is currently being hauled to the site by tanker truck (Photo 6 ) from <br />Durango. The t ruck offloads at the pump house, from which the water is pumped to the <br />storage tank at the upper end of the facilities. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br /> The topsoil s tockpile at King II was inspected, and found to be in compliance with the <br />performance standards of Rule 4.06.3 for storage of topsoil. The stockpile is constructed on <br />a stable surface, is not being disturbed by mining operations, and is protected from win d and <br />water erosion. The surface has an effective cover of non -noxious, quick -growing annual and <br />perennial plants, and a ditch is constructed around the perimeter to keep the materials from <br />loss or contamination.
