The <br />inspection concluded with a visit to the King I location . Skies were mostly clear, and <br />temperatures were cool. <br />PERMITTING UPDATE <br /> Effective November 2011, the Division has reassigned Lead Specialist responsibilities for the <br />King Coal Mine. Marcia Talvitie (Sandy Brown’s team) is replacing Tom Kaldenbach (Dan <br />Hernandez’ team) in that role. <br /> GCC’s application for TR -19 was received by the Division on October 24, 2011. Mr. <br />Hernandez’ team will complete the review and decision process for TR -19. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6 : <br /> At King I, a small excavator and bulldozer were parked in the vicinity of the old Stacking <br />Tube (Photo 1 ). <br /> Coal Mine Waste that has been hauled in from King II and dumped in the yard beneath the <br />old Tipple site during the preceding months appeared to hav e been “worked” using a <br />bulldozer, and laid back into a sloped configuration (Photo 2 ). <br /> T he Division understand s that an application for a technical revision will be submitted in the <br />future, to allow the use of coal mine waste for backfilling slopes at Kin g I. It does not appear <br />that the material currently on site has been placed using well -defined lift thicknesses or <br />compactive effort. <br />
