The
inspection concluded with a visit to the King I location . Skies were mostly clear, and
temperatures were cool.
PERMITTING UPDATE
Effective November 2011, the Division has reassigned Lead Specialist responsibilities for the
King Coal Mine. Marcia Talvitie (Sandy Brown’s team) is replacing Tom Kaldenbach (Dan
Hernandez’ team) in that role.
GCC’s application for TR -19 was received by the Division on October 24, 2011. Mr.
Hernandez’ team will complete the review and decision process for TR -19.

BACKFILL and GRADING – Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall
Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials
4.14.3; Stabilization of Rills and Gullies 4.14.6 :
At King I, a small excavator and bulldozer were parked in the vicinity of the old Stacking
Tube (Photo 1 ).
Coal Mine Waste that has been hauled in from King II and dumped in the yard beneath the
old Tipple site during the preceding months appeared to hav e been “worked” using a
bulldozer, and laid back into a sloped configuration (Photo 2 ).
T he Division understand s that an application for a technical revision will be submitted in the
future, to allow the use of coal mine waste for backfilling slopes at Kin g I. It does not appear
that the material currently on site has been placed using well -defined lift thicknesses or
compactive effort.
