There was only a small volume of standing water in pond B. The pond <br />embankment appeared to be stable and the open channel emergency spillway was clear of any debris. There was a <br />moderate volume of water in pond C and only a little water in pond D. The water level in pond F was near the <br />point of discharge and the operator was planning on disc harging the pond soon. Ponds J and K at the unit train <br />loadout area were dry. <br /> <br />Some of the straw bales at the pump house need to be replaced. Straw waddles still need to be placed in the road <br />ditch at the Hubbard Creek fan site area. There were no problems noted with any of the mine site ditches and <br />culverts. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br /> The operator was finishing the outslope of the 2nd lift of gob material on the east s ide of coal waste pile <br />no. 2. The area just to the west of that area was being worked on in order to continue the reworking of the 2nd lift <br />outslope further westward. The outslope of the 1st lift was stable, with no indications of slope failure or erosiona l <br />gullying. No standing water was observed on the coal waste pile. No coal waste has been transported to gob pile <br />no. 3 yet. <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03 .2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The main, paved haul road was in good condition, although the last curve at the top of the hill has not been <br />repaved yet. The guard rail was in place and the road ditches had sufficient capacity. The coal w aste pile haul road <br />was in good condition but the section within the coal waste pile area was watered during the inspection. The road’s <br />outside edge berm and road ditches were in place. The dirt entrance road at the unit train loadout was dry and <br />easily pa ssable. The public road up to the Hubbard Creek fan site was dry and passable as well. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The Hubbard Creek fan site area had been recently reclaimed. The backfilling and grading removed any <br />highwalls and the final grading left small depressions in the ground for moisture retention. The area had been <br />reseeded but the vegetation has not come up yet. Straw waddles still needed to be put in the road ditch to control <br />sediment coming off of the reclaimed area. <br /> <br />REVEGETAT ION – Rule 4.15 Vegetative Cover; Timing: <br /> The fill outslopes at the main mine site have a good vegetative cover, which has served to minimize <br />erosional problems. The outslopes of the unit train loadout and spur line bench have a good vegetative cover of <br />grasses. The revegetated disturbed area at the reclaimed Hubbard Creek fan site has not come up yet.
