March 29, 2012 C- 1992 - 080 /Carbon Junction Mine MLT <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The rock -lined portion of the relocated Carbon Junction channel was in good condition. <br />There was no evidence of recent flow having occurred within the channel. Culvert pipes <br />beneath the paved haul road were clear. <br />• As has been documented on previous inspections, there is a lack of positive drainage at the <br />inlet end of the triple culvert in the East Collection Ditch. A stand of willows has become <br />established in the ditch downstream of the twin culverts removed during reclamation of the <br />adjacent Ewing Mesa permit (Photo 4). <br />Within the "Carbon Junction Arroyo ", there is a berm, approximately 900 feet in length, that <br />appears to have been constructed to divert the stream's natural flow away (south) from <br />disturbance at the North Pit (Photo 5). At the western terminus of the berm, the Carbon <br />Junction flow has resulted in erosion of both the side of the berm and of the undisturbed <br />hillside to the south. The cut slopes (Photo 6) are approximately six feet in height. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />• The North Pit Haul Road was in good condition, with no excessive erosion occurring. <br />Surface drainage appears to be staying confined to the hillside ditches above and below the <br />switchback, and reclaimed slopes were stable and well- vegetated (Photo 7). <br />The paved haul road was in satisfactory condition. Asphalt patching of the roadway from SH <br />3 to the permit entrance appeared to have been recently accomplished. No such repairs were <br />observed within the permit boundary. <br />• The road graded into the Sediment Pond 2 basin / Carbon Junction Canyon for firewood <br />gathering showed signs of recent use (Photo 8). <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Revegetation of the North Pit slopes appears to be successful. Although early in the growing <br />season, the ground cover is uniform, and no bare spots were noted. <br />Numerous thistle rosettes were observed throughout the reclaimed area. Weed control in <br />accordance with the approved plan (Page 5 -35 of the Permit) must continue to be <br />implemented. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 9 <br />
