The inspection <br />began with a records check at noon, and concluded at 3:00 p.m. following a visit to the site. <br />Skies were clear, and conditions were warm and breezy. <br />Ground conditions were dry. I accessed the North Pit on foot, by way of the reclaimed North Pit <br />Haul Road. I traversed the full length of the reclaimed North Pit slope and sump area, then <br />dropped into the Carbon Junction Arroyo and followed the drainageway west to the upstream <br />end of the riprap -lined Carbon Junction channel. Southern portions of the permit area were <br />accessed by vehicle. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Mine permit records were available for inspection at the offices of Goff Engineering in <br />Durango. A completed DRMS Availability of Records Form is enclosed with this report. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />• Backfilled slopes at the North Pit appeared to be stable (Photos 1 and 2).
