Pineda <br />Director <br />The Division has received your application for a technical revision to your permit to conduct coal <br />mining in Colorado. The initial review indicates that all preliminary items required by Rule <br />2.08.4(5) have not been submitted. Thus, your application is incomplete for the purposes of filing <br />as of April 6, 2012. In accordance with Rule 2.07.3(1), you have the opportunity to amend, <br />review, or otherwise make your application complete. <br />Technical Revision 128 contains a report from Ground Engineering Consultants, Inc <br />regarding the remediation work completed on the slide at Stacking Tube 02 (ST -02). The <br />report basically states that the remediation work was completed in accordance with project <br />plans and that compaction testing was performed and was satisfactory. However, West Elk <br />did not include a slope stability analysis, a calculated factor of safety or any compaction <br />data for the remediated slide area. Please provide the Division with a slope stability <br />analysis, a calculated factor of safety and compaction data for the remediated slide <br />area at ST -02. <br />2. West Elk provided a plan view drawing for the ST -02 slide remediation that is labeled <br />section A -A'. However, there is no section A -A' shown on either of the as -built drawings <br />provided. Please indicate where section A -A' is located on the as -built drawings of the <br />ST -02 slide remediation. <br />West Elk submitted an engineering summary report from Barr Engineering Company, a <br />plan view and as -built drawings for the HR -1 slide area. The submittal did not include <br />compaction data, soil material properties, phreatic surface or a calculated factor of safety <br />for the slide remediation area.
