We discussed permitting of pond cleaning cell locations <br />on the west are or the mine. Bobby is considering areas adjacent to the topsoil borrow area. This area will need to <br />be permitted prior to material placement. <br /> <br />GENERAL MINE PLAN COMPLANCE: <br /> NOV -CV -2011 -007 abatement steps have been complete d and terminated on 1/11/2012. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br /> The RDA has been graded and compacted. The surface configuration appears to allow positive drainage <br />to th e perimeter drains/ditches. The Culvert east of the conveyor has been cleared of material. The outlet of the <br />culvert under the conveyor on the RDA has material in front of the outlet end. Water is freezing in the culvert due <br />to restricted outflow of the culvert. Theis material needs to be cleared. <br /> <br />ROADS – Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The west portal access road h as recently been graded, shaped and graveled. Access road ditches have <br />been bladed and defined. Some gravel material was left in the north ditch at the intersection of the West portal <br />access road and the West portal light use road. Clean up of this mate rial is needed. <br /> <br />Access to the slurry holes located at the reclaimed west portal explosive area still needs to be defined. Current <br />access to these hole continues along the unapproved light -use road. Reclamation of the unapproved road is <br />necessary and es tablishment of access in an approved location remains to be conducted. Culverts or low water <br />crossing of two ditches was discussed with Mr. Steele and Mr. Bosie. Stream buffer zone signs need to be re - <br />posted. <br /> <br />Haul and access roads at the east facilities area have been graded and graveled with ditches recently bladed. No <br />problems were identifies with the east facilities area haul roads. The operator has not established the conveyor <br />from the east end of the DWDA to the refuse area conveyor yet. No refus e is being hauled to the east of the <br />DWDA. The RDA conveyor started up for a short time during the inspection. <br /> <br />The SAE located south of pond 7 was being used for fire -fighting training. Ditches, berms and silt fence have <br />been reestablished at this SAE. Unapproved rock check dams have been removed as required by NOV -CV -2011 - <br />008. <br /> <br />RDA access road has been bladed and graveled. Culvert replacement has been completed. All 5 culverts, C40, <br />CB, C39, CA, and C38, have been replaced with 18 inch diameter steel pipe. No breaks or bends could be seen in <br />any of these replaced culverts. The operator needs to continue to monitor the inlet ends of these culvert as snow <br />removal and blading of the road tends to push material in front of the inlets. All the inlets an d outlets were cleared
