Pineda <br />Director <br />FROM: Jim Stark <br />SUBJECT` Yoast Mine SL -03 Cost Estimate <br />DATE: 15 November 2011 <br />I have completed the reclamation cost estimate for the Yoast Mine's Partial Phase II <br />Bond Release SL -03. The mine's new liability, following the release, will be <br />$2,414,678.00. The Division currently holds a bond in the amount of $4;305,484.00. <br />The Division can release $1,890,806.00 for SL -03. This amount is $264,039.00 less <br />than the amount requested by SCC. <br />The reason the Division's release amount is less than the amount requested by SCC is <br />because the Division recalculated the remaining liability with current costs and the <br />Division is proposing to exclude approximately 3 5.9 acres from the requested Partial <br />Phase 11 Bond Release area. The remaining liability includes structural demolition, well <br />sealing, backfilling, regarding and post- mining drainage channel construction work not <br />included in the Partial Phase I Bond Release SL -02, topsoil replacement and initial <br />seeding for areas not included in the Partial Phase 11 Bond Release SL -03, reseeding of <br />areas that were included in the Partial Phase II Bond Release SL -03, pond removal, site <br />maintenance and equipment mobilization. <br />In SL -03, SCC requested a release of 628.6 acres. The Division is proposing to exclude <br />35.9 acres of this area, for a total Phase 11 Bond Release of 592.7 acres. The total <br />disturbance at the Yoast Mine (according to the 2010 Annual Reclamation Report) is <br />848.6 acres. This leaves 255.9 acres that must have the topsoil replaced and be reseeded. <br />The new estimate includes topsoil replacement tasks 040, 041, 043, 044, 046, 049, 053 <br />and 054. These tasks represent the replacement of 379,997 cubic yards of topsoil on the <br />remaining 255.9 acres, for an average replacement depth of 11.05 inches. The remaining <br />topsoil replacement costs are proposed for release. <br />
