March 15, 2012 C- 1981- 008/New Horizon Mine MLT <br />• At the time of the inspection, WFC did not have elevation data on -hand to provide evidence <br />which would either prove or disprove that the approved PMT can and will be achieved in <br />areas backfilled, to date. <br />Please provide the Division with current elevation data for the replaced spoil and/or <br />surface spoil and/or topsoil on the Morgan and WFC parcels so that the mine's <br />compliance with the approved Post - Mining Topography can be assessed This data should <br />be provided in the form of point elevations shown on a map, with an associated table <br />describing the surface that was measured and the anticipated thicknesses of surface spoil / <br />subsoil/ topsoil that have yet to be placed The base map used should also include the <br />contour lines for the approved PMT. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />• The operator conducted a blast of overburden material on the Morgan property at <br />approximately 3:00 p.m. on March 15th. I accompanied Mr. Fry to the F. Morgan, P. <br />Enstrom, and N. Enstrom (2) residences, where he placed four seismographs, and weighted <br />them per the manufacturer's suggestion. The model of seismograph used was InstanTel <br />MiniMate (Photo 4). <br />• For this blast, #1537, 111 holes were drilled to a depth of 62 feet. Previously, multiple decks <br />would have been necessary, due to the proximity of the various dwellings. For this shot, <br />however, electric detonation was used (the first shot of this kind at the mine), enabling the <br />holes to be loaded as a single deck. <br />• Mr. Gubka explained that at this location, the upper Dakota coal seam is not suitable for <br />recovery; the holes were drilled through that seam and into the parting above the Lower <br />Dakota. <br />• Warning and all -clear signals were given prior to and following the blast, in accordance with <br />Rule 4.08.4(3). Access to the area was controlled in accordance with Rule 4.08.4(5). <br />• Mine personnel were very pleased with the results of this method (Photo 5), and plan to <br />continue use of electric detonators in the future, when it is deemed beneficial to do. <br />FISH and WILDLIFE — Rule 4.18: <br />• A dozen snow geese were sighted on the Burbridge property, just west of Pond 007 (Photo <br />6), and numerous ducks were enjoying the pond itself. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Irrigation via the CCC Ditch had not yet commenced for the season.
