March 15, 2012 C- 1991- 078/Hainilton Mine MLT
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures
4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13;
Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments
4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
• The area was completely devoid of snow, and the ground surface and roadways were dry.
Sediment Pond B, which has been approved as a permanent impoundment, was dry. A few
tamarisk shoots have begun to reappear on the pond inslopes.
REVEGETATION — Rule 4.15
Vegetative Cover; Timing:
• Numerous cattle were grazing in the undisturbed rangeland immediately south of the permit
area (Photo 2). The herd appeared to be cows that were nearly ready to calve.
All three fenced -in areas (Mining Areas 1 and 3, and the Facilities Area) had gaps in the
fencing that would allow grazing cattle to access the reclamation. I spoke with the
landowner, David Andrews, subsequent to the inspection. He said that the cattle were
brought in the previous weekend (March 10 -11), and would be in the area for about one
month. Grazing, including within the reclaimed areas, has been a part of annual management
since approximately 1995. Mr. Andrews makes sure that the cattle are not overgrazing the
reclamation, and has observed that they tend to shift to areas outside the permit on their own
before they have an adverse impact. Benefits of the grazing include dispersion of seeds and
an increase in organic material.
• Vegetation sampling for Phase III bond release was accomplished in the summers of 2010
and 2011.
SIGNS AND MARKERS — Rule 4.02:
Two signs are posted beside the road at the entrance to the permit area. One sign identifies
Honeywood Coal Company as the permittee, although the address is outdated (95 White
Bridge Road). The other, smaller, sign is faded, but the DRMS permit number is faintly
visible. Given the fact that the mine is in pursuit of final bond release, the Division will not
require that replacement signs be posted.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3 Page 3 of 5
