GCC Rio Grande, Inc. has amended the affected area boundary. Total area <br />remains the same as the original permit application. Revised Exhibit C -2. <br />1. (page 4) - Attached new Exhibit D -1 is a schematic of the mine operation that <br />illustrates mining and reclamation activities and the sedimentation control plan in <br />Year 8. The maximum footprints of overburden and topsoil stockpiles are shown <br />on Exhibits D -1 and D -2. Attached new Exhibit D -2 illustrates the status of <br />reclamation efforts at the end of the eighth year of mining Both figures illustrate <br />the location of potential stockpiles. Note that the areas illustrate the maximum <br />possible stockpile footprint, and that not all of the area may be used for stockpiles. <br />Significant portions of the stockpile illustrated in the area outside of mining years <br />4 and 5 will be removed during reclamation of the Years 1 through 5 mining <br />panel. The stockpile footprint for year 6 pre - stripping will be located above the <br />Year 15 mining block, which is not illustrated on Exhibits D -1 or D -2. <br />2. (page 4) - Attached new Exhibit D -3 illustrates detailed design elements for the <br />surface water management plan. Exhibit D -3 shows the locations of in -pit <br />sediment/detention ponds, clear -water diversions for the mine and plant site, <br />arroyo protection measures, reconstructed arroyos, culverts for the access road <br />and railroad spur, sediment and detention pond for the plant area, plant area storm <br />sewer system, and other pertinent features. These facilities are further described <br />in revised Exhibit D for the mining permit application and the detailed report <br />provided in Appendix F of the Application titled "Surface Water Management <br />Plan." These supplemental documents address how storm water will be passively <br />discharged and flow unimpeded back into the St. Charles River, and how the <br />arroyo watersheds are restored. <br />3. (Page 4) - GCC Rio Grande does not plan to use storm water for dust control. <br />Should GCC Rio Grande, however wish to do so, it would first obtain a suitable <br />augmentation plan. However, given the present plan, references to such use have <br />been removed from the application. <br />4. (Page 5) - The final reclamation contours were designed to not impound water; <br />however, attached revised Exhibit F -1 is submitted based on an alternative final <br />reclamation and drainage philosophy that restores all of the disturbed arroyos, as <br />discussed on pages D -12 and D -13 and the detailed report provided in Appendix F <br />of the Application titled "Surface Water Management Plan." <br />
