March 20, 2012 C-1981-019/Colowyo Coal Mine RDZ

blockers were in place, radio communication was made, and signals were heard. No noxious fumes were observed
after the shot.

FISH and WILDLIFE Rule 4.18:
Ryan Pawlowski indicated that fencing around the sumps along the Taylor Creek road will be improved to prevent
injury to deer or other wildlife.

HYDROLOGIC BALANCE - Rule 4.05:
The following ponds were inspected: Section 28, Prospect, Gulch A, Streeter, Stoker Siding, Rail Loop, West Pit
(from afar), and the Taylor Pump Holding Pond. Prospect, Gulch A, Streeter, and Stoker Siding ponds were
discharging. No problems were identified with embankments or other structural aspects of the ponds.

The discharge water was clear except at Gulch A where the water was somewhat turbid. The receiving water
below this pond, Good Spring Creek, was observed, and it did not look like the amount of sediment was unusually
high for a period of spring runoff.

Other observations concerning the ponds:
Prospect pond has a large delta of sediment, which needs to be removed. Chip Brown indicated that this
pond would be cleaned in 2012.
Willows have been cleared from below the flume at Gulch A pond.

Sumps 1, 2, and 3 along the Taylor Creek Road were inspected. Sump 1 contained no water; there is a defined
channel downstream of this structure, and it appears stable. Sump 2 contained water; there is a defined channel
downstream of this structure, and it appears stable. Sump 3 contained no water; there is not a defined channel
downstream of this structure.

Several culverts were observed see Roads section.

GENERAL MINE PLAN COMPLANCE:
The mine was found to be in general compliance with the permit.

ROADS Rule 4.03:
All haul roads were in good shape. Three blades were observed maintaining them.

Culverts K, L, and M were observed. A small amount of sediment is in the upstream end of M. Culvert K
requires cleaning.

Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3

310
Page of
