February 21, 2012 C- 1981 - 014 /Southfield Mine JHB <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />The RDA was inspected for surface stability and vegetative cover. Vegetative cover on the RDA is good. The <br />RDA has a good cover of grasses with four -wing saltbrush on the south and west sides of the pile. Transplanted <br />shrubs and trees remain small. The Division will continue to observe the transplanted shrubs. <br />The refuse disposal area was dry with no identified gullies. There is a small bare patch along the Pond 4 access <br />road, towards the base of the RDS. This patch is approximately 6 ft. x 6 ft in extent and is exhibiting minor rilling; <br />Energy Fuels needs the conduct some minor repairs, raking and limited seeding on this patch as allowed by Rule <br />4.015.7(5)(a). The Refuse Pile appears stable. The Light use road on the north side of the pile is in good repair. <br />The access road on the south side of the RDA is in good condition as well. The permanent collection ditch on the <br />west side of the pile continues to be driven through, but no damage to the ditch is apparent from this activity. <br />The barbed wire fence on the west side of the RDA permanent diversion ditch 1 is in disrepair. No cattle were <br />currently being grazed in the area, but the fence in its current state would be wholly ineffective. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.031(7)/4.03.2(7): <br />The roads in the permit area are in good condition and have been graded. The access road to the South Fan was <br />passable with remaining snow patches. The sealed and reclaimed fan site was observed with no concerns <br />identified. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />The vegetation is very dry. The winter has been unusually dry with few precipitation events. Cool temperature <br />has kept the vegetation dormant as well. Transplanted shrubs, junipers, and occasional pine appear live on the <br />RDA. Transplants remain small in size but alive. <br />SUBSIDENCE — Rule 4.20: <br />No new subsidence features were identified during this inspection. Energy Fuels has not provided the Division <br />with a mitigation plan for subsidence features previously identified during the December 2011 inspection. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />The Loadout is located west of the town of Florence. No train cars were remaining on the load out at the time of <br />the inspection. Both ponds were dry. The load out site was very dry and windy.
