Thomas. Surface owners of record are also identified on Map 2.03.4-1. The entries for
Garvey and Glasier are slightly different on the map than they are in the text. Please
ensure that the ownership is correctly listed in both locations (map and permit text), and
that both listings match the official County records. Also, please add WFC to the list
(WFC owns the surface for the area traversed by the equipment corridor). Itent

b) For ownership of the coal to be mined, the permit text lists Rice, Glasier, and Meehan,
while Map 2.03.4-2 appears to indicate that WFC owns the coal for the southern half of
the permit area (with overriding royalties to Rice for parcel 96). Please review the text
and map, revising each as appropriate to consistently reflect the coal ownership, and
add WFC (for map designations 6 and 12) to the text portion. Item resolred in Alaj,-

a) Rule 2.03.4(7) requires each application to contain the names and addresses of the
owners of record of all surface and subsurface areas contiguous to any part o the
proposed permit area. In comparing the Surface owners listed in the text with those
shown on Map 2.03.4-1, the Division notes a number of discrepancies. Owners of
parcels 13, 42, 49, 52 and 55 are listed, but these parcels do not appear to be contiguous
to the permit area. Similarly, there are certain parcels that are contiguous to the permit
area, that are not identified in the text (parcels 3, 47, 59, 64, 65, and 67). Please revise
the Surface Ownership list in Section 2.03.4(7) to include each (and only each) parcel
that is contiguous to the permit area. Please ensure that the name(s) given on the map
are consistent with the names provided in the text. -1tent resolved in 1l1ay-2011

b) In like manner, the parcels for which Oil, Gas and Minerals Ownership is listed in the
text do not entirely correlate with the designations shown on Map 2.03.4-2. Parcels
listed which do not appear to be contiguous are 49 and 50. Missing from the list is
ownership information for Parcels 10, 42, 47, 51, 53, 54, 58, 59, 64, 65, and 67. Please
revise the Oil, Gas and Minerals Ownership list in Section 2.03.4(7) to include each
