March 8, 2012 C- 1983 - 059 /Terror Creek Loadout JRS <br />HYDROLOGIC BALANCE (cont.) - There was some water pooling in a low spot in the yard area by the fuel <br />tanks. This should be watched to make sure it does not cause any problems in the area. <br />GENERAL MINE PLAN COMPLANCE: <br />- The site is a loadout only. The operator is permitted to receive coal, process coal (crushing and sizing) and ship <br />coal. All of the activities at the site were consistent with those permitted. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The loadout haul road is a paved road down to the truck scale and an unpaved road from the scale, around the <br />raw coal stockpile and back to the paved portion of the haul road. The entire road was well maintained and stable <br />at the time of the inspection. <br />- The light -use road that spurs off of the haul road just east of the truck scale was well maintained and stable at the <br />time of the inspection. The light -use road along the railroad tracks was also well maintained and stable. No <br />rutting or erosional problems were noted on either of these roads. <br />SUPPORT FACILITIES - Rule 4.04: <br />- The fuel tank area was stable at the time of the inspection. there was no evidence of any leaks or spills at this <br />area. <br />- The crushing and screening facility and associated conveyors were all in good condition at the time of the <br />inspection. <br />The office, garage and shop area was stable and well maintained. No problems were noted in this area at the time <br />of the inspection. <br />TOPSOIL — Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />- Both topsoil piles were well vegetated and stable and no erosional problems were noted at the time of the <br />inspection. <br />DOCUMENTS RECEIVED: None <br />This completes the 8 March 2012 complete inspection report for the Terror Creek Loadout. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 5 <br />
