8.2 Train appropriate personnel to operate the facility according to systems <br />and procedures that protect human health, the community and the <br />environment. <br />The operation is: <br />• in full compliance <br />❑ in substantial compliance <br />❑ not in compliance...with Standard of Practice 8.2. <br />Describe the basis for the Finding/Deficiencies Identified: <br />As noted in Section 8.1, all process operations workers are required to complete task <br />training in standard operating procedures. All processes involving the use of cyanide are <br />documented as standard operating procedures administered under the CC &V ISO 14001 <br />EMS. These procedures form the basis of operator training. Task training is provided by <br />experienced operators and supervisors approved by the Process Operation <br />Superintendent. CC &V has no formal examination or testing procedure for evaluating <br />effectiveness of training. Employee competence is monitored through task observation <br />during and after training. <br />Annual refresher training is provided by the Senior Safety Coordinator, an experienced <br />safety trainer. The Manager, Environmental Resources presents refresher training <br />sessions on environmental management, emergency response and spill control. In June <br />2010, the safety trainer attended a cyanide train - the - trainer course provided by Cyanco. <br />Paramedics from CCEMS, also provide a first aid training session as part of the annual <br />refresher training. <br />Additionally, employees participate in annual emergency response drills; see Sections 7.3 <br />and 7.6 and mine emergency response team members also participate in monthly <br />emergency response training. <br />8.3 Train appropriate workers and personnel to respond to worker <br />exposures and environmental releases of cyanide. <br />The operation is: <br />• in full compliance <br />❑ in substantial compliance <br />❑ not in compliance...with Standard of Practice 8.3. <br />Describe the basis for the Finding/Deficiencies Identified: <br />The standard operating procedures that form the basis of operator task training address <br />plant operations and procedures to be followed in the event of a release of cyanide.
