The CERP designates primary and alternative emergency response coordinators with the <br />appropriate authority to implement the plan. The emergency response management team, <br />including the emergency response coordinators, undertakes emergency response training <br />as part of annual refresher training. The MRT members are also trained as medical first <br />responders and high angle rescuers and undertake monthly training to hone their skills. <br />The site ERP identifies the mobilization procedures as well as response team members <br />and their contact information. There are flow charts for each class of emergency which <br />identify the role /responsibility of each response team member. Emergency response <br />equipment storage locations are also provided in the ERP; detailed equipment lists are <br />kept at each storage location. Equipment is checked monthly. <br />The role of outside responders is also described in the ERP, which includes a list of local <br />emergency contacts, roles and responsibilities of the local Fire Department and LifeFlight <br />mine coordinate information. CCEMS are called upon in the event of medical <br />emergencies. The Cripple Creek Fire Department has been briefed on the location of <br />flammable materials and response agreements are in place. The outside emergency <br />responders are invited to participate in annual mock cyanide emergency drills conducted <br />by CC &V. <br />7.4 Develop procedures for internal and external emergency notification and <br />reporting. <br />The operation is: <br />• in full compliance <br />❑ in substantial compliance <br />❑ not in compliance...with Standard of Practice 7.4. <br />Describe the basis for the Finding/Deficiencies Identified: <br />The CERP and ERP provide onsite emergency response contact procedures. As <br />described in the plan, the discoverer contacts his/her supervisor to report the situation. <br />The supervisor contacts security and initiates a site wide alarm. Security contacts the <br />primary emergency response coordinator and senior management as necessary. The <br />emergency response coordinator in turn authorizes mine rescue team mobilization. A <br />member of the senior site management other than the primary coordinator is responsible <br />for determining if outside assistance is required. If there is a requirement for outside <br />assistance from local emergency responders or a potential for an emergency to impact <br />outside communities the first point of contact would be the local dispatch at the Cripple <br />Creek Police Department. If evacuation of off -site parties from residences and <br />businesses is required this would be coordinated through the local emergency response <br />agencies.
