The CERP includes evacuation actions that should be taken for various scenarios <br />including potential impacts to off-site communities. The plan links to the site -wide ERP <br />and Crisis Communication Plan (CCP) for onsite communication procedures and contacts <br />with community response agencies. The CERP also addresses first response actions, <br />location of antidote, location of emergency equipment, clean up procedures, and <br />mitigation measures. The CERP also has requirements for periodically reviewing, <br />evaluating and revising response procedures. <br />7.2 Involve site personnel and stakeholders in the planning process. <br />The operation is: <br />Describe the basis for the Finding/Deficiencies Identified: <br />The CERP was developed with input from key employees. Potential release scenarios <br />were identified, in part, by Process Department personnel during development of the plan <br />in 2006. The plan is reviewed annually to consider whether any new changes to plant <br />would require modification to the plan. Changes to the site in the past three years have <br />not resulted in a need to consider new scenarios. <br />CC &V has the same fulltime community relations and emergency response functions <br />noted in the June 2007 audit. CC &V has maintained an aggressive program of public <br />outreach that includes regular meetings with county, city council and local community <br />groups. Local emergency response agencies have received training in applicable CC &V <br />ERP requirements as well as cyanide hazard recognition training from Cyanco <br />representatives. The local police department emergency dispatch holds one of the <br />controlled copies of CC &V's ERP.
