Spills to land that exceed the RQ volume criterion in any 24 -hour period must be reported to external <br />agencies in accordance with this SRP (see section 6 for more details). A representative of the <br />Environmental Resources Department will complete external notification, if and when necessary. <br />Table 1 lists reportable quantities of chemicals that require external spill reporting. MSDS's for <br />specific products are contained in Appendix B. <br />1.2 General Location of CC &V Operations <br />CC &V's Cresson Project operations are located within the Cripple Creek Mining District, generally <br />between the City of Victor and the City of Cripple Creek. The permitted mining operations occur <br />within one to two miles of either city. For reporting purposes the CC &V site location, expressed as <br />latitude and longitude at the Security Office is: Latitude is 38° 43' 37" North and Longitude 105° 09' <br />27" West. <br />The Project area, in southern Teller County, is accessible by Colorado State Highway 67 between <br />Victor and Cripple Creek, Teller County Road 81 from State Highway 67 in Gillette Flats through <br />Victor, from Teller County 82/83 (Cameron Road) and from State Highway 67 (north of Cripple <br />Creek). Figure 1 shows the general location of the site. <br />1.3 General Description of Mine Facilities <br />The mine facilities at the Cresson Project are shown on Figure 2. CC &V's gold mining activities use <br />conventional surface mining and ore crushing methods. Mineral recovery is accomplished by "heap" <br />leaching with dilute cyanide solutions, followed by carbon adsorption, then desorption, and <br />electrowinning. Leach pads and ponds containing cyanide solutions are double and triple lined with <br />the incorporation of leak detection systems. The only operating leach facility, the Valley Leach Facility <br />( "VLF "), is double -lined in areas where solution is not stored and triple lined where solution is <br />collected and temporarily stored. The pad systems are designed to contain the normal operating <br />solution level, total heap drain -down, "wet season" precipitation, and the 100 -year, 24 -hour storm <br />event. Mineral Beneficiation Facilities (also known as Adsorption Desorption Recovery or "ADR ") are <br />constructed and operated to provide containment and collection of any spills within the ADR building. <br />The VLF and ADR are "non- discharging" (zero- discharge) facilities. The ADR facility uses <br />hydrochloric acid and sodium hydroxide in addition to sodium cyanide. <br />Major equipment maintenance is performed at the Ironclad Shop/Warehouse and the New Truck <br />Shop. Minor equipment maintenance operations and vehicle re- fueling occurs in selected field <br />locations within the mining operation. Maintenance of mechanical equipment associated with the <br />crushers takes place at the Primary and Secondary Crushers. The principal petroleum products used <br />at the crushers are lubricants. Lime is stored and fed to the crushed ore at the Secondary Crushers. <br />1.4 General Description of Site Security at CC &V Operations <br />Cripple Creek and Victor Gold Mining properties are subject to the following general security <br />measures: (1) a substantial portion of the property is fenced with barbed wire with chain link or wire <br />mesh and barbed wire; (2) entrances to mine property are gated and locked; (3) the permit <br />boundaries are staked and warning signs are posted; (4) most onsite facilities are staffed on all <br />operating shifts, so that there is a company supervisor onsite 24 hours a day, 7 days a week (24/7); <br />(5) security guards are on duty 24/7 at the ADR facility main entrance from Highway 67; (6) the <br />Ironclad Facility is staffed 24/7 with mechanics and a supervisor; and (7) key portions of the site are <br />lighted during the night -time hours.
