1.0 PURPOSE AND SCOPE <br />This Spill Response Plan ( "SRP ") is to be used by CC &V Team Members (all employees) of the <br />Cripple Creek & Victor Gold Mining Company (CC &V) at its Cresson Project Operations, located in <br />the Cripple Creek Mining District of Colorado. The procedures and policies described herein apply to <br />the activities of all CC &V Team Members and to other persons on site under CC &V supervision or <br />contract. Distribution of this Plan is to be restricted to CC &V employees, contractors, and applicable <br />government agencies /organizations. <br />It is CC &V's policy to prevent releases to the environment of petroleum products and hazardous <br />substances that may pose a threat to human health and /or the environment. Any releases that do <br />occur and which are not in compliance with applicable Federal and State requirements expressed in <br />site - specific permits or applicable regulations must be appropriately contained, remediated, recorded <br />and reported. <br />The purpose of this SRP is to provide guidance to protect water quality through containment of <br />potential soil and water contaminants. The SRP assesses the potential for contaminant releases, <br />describes the controls to prevent contaminant releases, and provides instruction for responding to <br />contaminant releases. Federal and State reportable quantities ( "RQs ") are used to determine agency <br />reporting and remediation requirements as appropriate. <br />This SRP is a combined plan that also serves as CC &V's Spill Prevention, Control, and <br />Countermeasure ( °SPCC") Plan. This SRP is based on the requirements of 40 CFR (Code of Federal <br />Regulations) Part 112 for CC &V's SPCC Plan and the requirements of the Colorado Division of <br />Reclamation, Mining, and Safety ( DRMS ). This SRP has been prepared in accordance with the <br />requirements of 40 CFR Part 110, 40 CFR Part 112, 40 CFR Part 116, 40 CFR Part 117, and 40 CFR <br />Part 125. These references are on file with the Environmental Resources Department. The scope of <br />this SRP goes beyond the requirements of the SPCC regulations at 40 CFR Part 112 by not only <br />addressing liquid petroleum products but also other hazardous substances that have been listed <br />pursuant to the Clean Water Act ( §311(b)(2)) per 40 CFR Part 125 (references are on file with the <br />Environmental Resources Department): <br />• Petroleum Products - Diesel, gasoline, kerosene, lubricants, greases, oil -based solvents, <br />fuel- additives, sludges, used -oil, and oil mixed with other substances (40 CFR 110.1(a), and <br />112.2) in part) (see §110.1 for definition)(on file with the Environmental Resources Dept.) <br />• Sodium Hydroxide <br />• Hydrochloric Acid <br />• Sodium Cyanide Briquettes (dry form) and Cyanide Solutions <br />• Sodium Hypochlorite <br />• Calcium Hypochlorite <br />This Plan also applies to other hazardous and non - hazardous substances not listed in 40 CFR Part <br />125, but present at the Cresson Project operation. Major chemicals include: <br />• Antifreeze <br />• Antiscalant <br />• Ammonium Nitrate (blasting agent) and Blasting Emulsions <br />• Lime <br />A more complete list of bulk products stored on site is included with this SRP in Appendix C. The <br />substances listed in Appendix C must be managed based on the principles in this SRP and the <br />specific characteristics of the substance. <br />' CWA hazardous substances subject to this Spill Response Plan are listed in regulations in Table 116.4A (alphabetically) <br />and Table 116.4B (by CAS number).
