March 6, 2012 C- 1996 - 084 /Lorencito Canyon Mine JHB <br />Stabilization: <br />There are three excess spoil fills at the mine site: Fill 7, Fill 8, and Fill 9. <br />The fills are stable and vegetated. NECC conducts quarterly fill inspections the three fills in accordance with Rule <br />4.09.1(11)(a). Permanent rock armored drainages are installed on the sides of the fills. Each fill drains to a <br />sediment pond. <br />The slope NW of Fill 9 (noted on 2008 ARR Map as "fill 9A ") has numerous rills and thin vegetative cover. <br />Roughening of the surface to repair the more prominent rills and reseeding the repairs is needed to halt the <br />progression of rill formation. <br />Previous gully repairs on the east side of fill 7 appear to remain stable. <br />FISH and WILDLIFE — Rule 4.18: <br />Although no deer or elk were observed on the reclaimed mine site during the inspection, numerous evidence of <br />deer and elk scat, and prints were observed throughout the reclaimed area. Browsing of the early season grasses <br />was observed as well. <br />The operator has constructed a fenced enclosure area for shrub transplants to exclude browsing by wildlife while <br />the shrubs are becoming established. NECC plans to replant shrubs in the exclosure this year. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Six ponds remain on the mine site. All ponds, with the exception of pond 5 were dry at the time of the inspection. <br />Except for Pond 5 the discharge structures were intact and in good repair. As noted in a previous report, the steel <br />weir at the primary discharge of Pond 5 has a hole in the bottom and needs to be repaired. <br />A gully has formed in the drainage immediately east of the Pond 6 emergency spillway. The Division is <br />concerned that if this gully continues to enlarge, it will impact the Pond 6 emergency spillway armored drainage. <br />Bobby Steele thought this gully had initiated at the time the ditch to the NE of pond 6 breached. The breach <br />previously had been repaired. Repair is needed on the gully to impede further down cutting of this feature. <br />(Photos 2 and 3) <br />Ditches throughout the mine site are in good condition and appear functional. Several culverts within the drainage <br />control system need maintenance. <br />No naming designation was located for referencing the culvert location. The 2008 ARR map with adjacent parcel <br />names will be used for noting the culverts of concern: <br />S -3 culvert (located east of Fill 7) Road grading has scraped road surface overlying this culvert.
