2.7 Employee Training <br />The NSI SWMP Administrator will be responsible for conducting yearly refresher training on <br />the SWMP for NSI employees. Training will consist of an explanation of the goals of the <br />SWMP, currently employed best management and good housekeeping practices, the nature of <br />inspections, and a discussion of incidents /measures taken during the last year and the goal /focus <br />for the forthcoming year. New employees will be required to go over the major components of <br />the SWMP with the SWMP Administrator to ensure understanding and compliance with the <br />goals of the SWMP. <br />2.8 Identification of Discharges Other Than Stormwater <br />On a monthly basis, the four stormwater drainage ditches that surround the processing plant will <br />be evaluated for the presence or absence of discharges other than stormwater. This evaluation <br />will be a dry weather observation, whereby an illicit discharge to the stormwater drainage ditches <br />can be easily identified. The evaluator will describe the method of evaluation and results of the <br />investigation. Additionally, the evaluator will record the date and time the evaluation took place <br />as well as the weather conditions. This information will be recorded in the SWMP log book so <br />that a detailed record can be kept. <br />In the event that an illicit discharge is discovered, immediate corrective measures will be taken. <br />This will include identifying the point source of the illicit discharge and ending the flow at the <br />point source as soon as possible. Because the stormwater drainage ditches are containments and <br />do not flow anywhere, an illicit discharge will be cleaned up in the same manner as for a leak or <br />spill, as described in Section 2.6. Absorbents will be used, as necessary, and the CDPHE will be <br />notified of the illicit discharge upon cleanup of the discharge. <br />Section 3.0 Comprehensive Inspections <br />The SWMP Administrator or a specific NSI employee designated by the SWMP Administrator is <br />responsible for a comprehensive, though periodic inspection of both the processing plant and <br />well field. This will consist of monthly inspections of the process line, tank farm, storage <br />silo /loadout area, conveyor belts, maintenance shop, process /waste (evaporation) pond, pipeline, <br />and frequently traveled access roads. Access roads that are not frequently traveled will be <br />inspected every six months. The inspections will document and record the status of in -place <br />structural control measures and BMPs, as well as identify any supplementary and /or corrective <br />work needed to address additional stormwater discharge concerns or remediate insufficient or <br />faulty in -place structural control measures.
