-3-
S. To assure river restoration, you shall monitor for river bank stability and sediment
transport for a period of three (3) years. This period shall commence upon completion of
the temporary and permanent construction activities and the post-construction report.
The first monitoring report will be due in December 2012, with subsequent reports due in
December 2013 and December 2014. You shall submit monitoring reports to the Corps
annually for three (3) years as described above. The major components of the
monitoring include surveys of the bank stability and sediment transport and visual and
photo documentation of structures and excavation areas. Surveys are required annually
for a period of three (3) years and are described below;
BANK STABILITY SURVEYS
Two types of surveys shall be required, annually for a period of three (3) years, and are
conducted to determine the impacts of high flow conditions on bank stability. Elevation
surveys will be conducted at the selected locations identified on the enclosed Sheet 1-
Work Area Cross Sections of the Colorado River (i.e., upstream, within, and downstream
of the restored river reach). Data from these surveys will be used to construct cross
sections and a linear profile of the river channel.
The second type of bank stabilization survey shall be a visual and photo - documentation
survey of the stream banks to evaluate the effects of high water on the stability of the
restored river channel. Any displaced rocks used for bank stability or in- stream
structures will be noted and repaired on an annual basis following Special Condition
number 7 above. The visual and photo - documentation survey will also note the health of
the transplanted riparian vegetation. Dead vegetation will be replaced with healthy
plants, again per maintenance Special Condition number 7.
SEDIMENT TRANSPORT SURVEYS
In the Chambers Pit reach of the river, six cross sections are located across the main
channel and will be monitored to determine the amount of sediment deposited in the
channel after spring runoff. If the channel doesn't meet design dimensions, material will
be removed from the channel in a manner consistent with Special Condition number 7
above.
9. You shall revegetate the bankful bench and riprap areas with willow live stakes in
accordance with the submitted plans and the enclosed Vegetation Rip -rap guidance. For
the duration of the monitoring period, you will replace dead vegetation yearly in order to
maintain a desired and final willow density of a live plant every 6 feet.
10. You must sign the enclosed Compliance Certification and return it to this office within 30
days after completion of the authorized work.
This verification is valid for one year from the date of this letter or until the NWP is modified,
reissued, or revoked, whichever comes first. Failure to comply with the General Conditions of this
NWP, or the project - specific Special Conditions of this authorization, may result in the suspension
or revocation of your authorization.
