This approximately 3 -acre project
involves activities in waters of the U.S., to construct a 400' temporary diversion channel and 250'
coffer dam, excavate an area approximately 1,000' long x 250' wide of bed load cobble and
sediment to produce a singular main channel configuration, and install river bank stabilization
structures to include two (2) 150' J -hook structures and a 50' rip -rap area. Additional activities
include two (2) bankful bench areas with one (1) rock vane and 4 -5 toe wood placement
structures each, below the ordinary high water mark of the Colorado River. These activities have
been proposed to stabilize the north bath of the Colorado River, restore channel hydraulics in the
immediate area and provide for protection from subsequent high water flows. The project site is
located approximately 1.5 miles east of the City of Rifle within and along the north bank of the
Colorado River within the SW1 /4 SE1 /4 of Section 11, Township 6 South, Range 93 West, Sixth
Principal Meridian, Latitude 39.54077 °, Longitude - 107.7517° , Garfield County, Colorado.
Based on the information you provided, the proposed activities in approximately 3 acres of
waters of the U.S., is authorized by Nationwide General Permit (NWP) number 27 for Aquatic
Habitat Restoration, Establishment, and Enhancement Activities. Prior to initiation of any construction activities within waters of the U.S., you shall
employ construction best management practices (BMPs) onsite to prevent degradation to
on -site and off -site waters of the U.S. Methods shall include the use of appropriate
measures to intercept and capture sediment prior to entering waters of the U.S., as well
as erosion control measures along the perimeter of all work areas to prevent the
displacement of fill material. All BMPs shall be in place prior to initiation of any
construction activities and shall remain until construction activities are completed. You
shall maintain erosion control methods until all on -site soils are stabilized.
