Any individuals who reside or regularly work within one -half mile of the blast area(s) will be notified of the potential for blasting activities and the meaning of blast warnings. Blasting signs will be placed on all major access roads leading to blast areas and all mine entrances, during active blasting operations, as required by Rule 4.02(3) and Rule 4.02.6. For occasional blasting activities, it may be appropriate to place signs on other roads which may provide local site access. These signs will be placed at least 10 days prior to any blast and will be removed after blasting activities are completed. Prior to any blast, people will be cleared from the blast area and immediately adjacent areas where any .danger from flyrock may exist. Roads leading to the blast area will be blocked by personnel in radio contact with the individual in charge of blasting operations to prevent access by personnel or livestock. Immediately prior to the blast, a blast warning horn, audible within one -half mile, will be sounded intermittently. Following the blast and confirmation by the individual in charge of blasting operations that the blast area is safe to re- enter, an all -clear horn will be sounded continuously. In addition to the blast warnings and access constraints described, the following notice will be published in a local newspaper of general circulation at least 10 days but not more than 20 days prior to initiating any blasting program: Sage Creek Coal Company, LLC, pursuant to applicable provisions of Section 4.08.3 of the regulations of the Colorado Mined Land Reclamation Board, hereby publishes the following blasting schedule. The blasting area is located in (description of area by quarter section). Blasting operations may be conducted daily between sunrise and sunset during (description of period by day, month, and year). All roads leading to the blasting area will be blocked at least 10 minutes prior to the blast by an individual in radio contact with the individual responsible for blasting operations to prevent access. The blast area will be cleared of all personnel and livestock prior to the blast. A horn sounded intermittently prior to the blast will warn of the imminent blast. The all -clear signal will be a horn sounded continuously after the blast. Blasting will not be conducted at times other than announced in this notice except in emergency situations where rain, lightning, or other atmospheric conditions or operator or public safety concerns warrant unscheduled blasting as a safety consideration. The distance from potential blasting activities to the nearest structure, dwelling, school, church, or community or institutional building is at least 2,600 feet. So long as this distance is greater than one -half mile (2,640 feet) no blast monitoring is required. Rule 4.08.2 requires written notification within 30 days prior to blasting to all residents or owners of dwellings or structures within one -half mile of the permit area, which explains how to request a pre -blast survey.
