F 0 +00 to 6 +30 7 -20E 12.0 4.0 2.0 12.0 Colowyo Coal Company 2011 Annual Reclamation and Hydrology Report POSTMINING CHANNEL AS -BUILT CERTIFICATION On November 5, 2011, I inspected the completed construction aspects and dimensions of the referenced postmining channels. I inspected the channel alignment, elevations, depth, bottom and size slopes relative to the postmining design. The channel designs are further described in Volume 2C, Exhibit 7 -14 and in Volume 13, Exhibit 7 -20 as further described below. Channel locations are presented on Maps 41 and 41A. This certification applies to: • Final East Pit Ditch, Reach 2, Sta. 0 +00 to 7 +30 • East Taylor Ditch, Sta. 38 +33 to 43 +00 • Trib. D, Sta. 0 +00 to 3 +00, and • Trib. F, Sta. 0 +00 to 6 +30 Following is a summary of the design requirements for these ditch segments. Construction has been completed in accordance with the design requirements and dimensions. In some cases, the ditch width and channel depth is greater than the minimum specified. Rip rap size and placement is acceptable. Most but not all of the design Reach 2 of the Final East Pit Ditch has been completed. The remaining section above approximately Sta. 7 +30 will be completed in the future. Volume 1, Section 4.05.4 of the approved permit specifies that this certification statement must be prepared annually for each completed permanent channel segment. Further, the statement shall be included in the appropriate Annual Reclamation Report.
