As approved under MLE, submittal of IFC drawings and supporting <br />information is not expected to require new approvals but is intended merely to ensure that <br />the OMLR is aware of these changes. CC &V recognizes that if OMLR determines that <br />any proposed change will be of such a nature to diminish the ability of the structure to <br />protect persons, property, or the environment, the OMLR may require the appropriate <br />information or revision. <br />As with the construction of the liner system for the AGVLF, CC &V will employ the <br />services of a qualified quality assurance contractor during the construction of the High <br />Grade Mill platform liner system. Reviews, inspections, and applicable testing of <br />specific elements of the High Grade Mill platform liner system will be carried out to <br />ensure adherence to construction specifications. Technical specifications for construction <br />of the High Grade Mill platform will be submitted prior to liner installation. <br />6.4 Mill Reagents <br />The reagents to be used in the High Grade Mill facilities are outlined in Table 6 -1 above. Each is <br />discussed in more detail below. <br />Lime — Lime will be used as a pH modifier prior to slurry entering the flotation circuit and the <br />cyanidation leach circuit. Lime will be delivered by truck in pellet form and stored as pellets in <br />the lime silo. Lime will be dissolved in lime slakers prior to use in the milling. <br />Potassium amyl xanthate — Potassium amyl xanthate will be used as a flotation collector in the <br />flotation tanks. The potassium amyl xanthate will collect and float the gold materials. The <br />xanthate will be shipped as a solid in barrels. Approximately four shipments of 20 tons per truck <br />will be shipped each year. The barrels will be stored within a covered concrete curbed <br />containment area. The xanthate will be added and dissolved in the flotation conditioning tank <br />prior to entering the flotation tanks. The xanthate gets carried with the floated material into the <br />leach circuit where it will be destroyed by the addition of lime and dilute sodium cyanide <br />solution. <br />Dithiophosphate — This reagent will be added to the flotation conditioning tank as a flotation <br />modifier and will combine with the xanthate to float the gold material. Dithiophosphate is <br />particularly effective as a flotation reagent for native gold. The dithiophosphate will be shipped <br />as a liquid in totes. Approximately four shipments will occur per year with 20 totes per <br />shipment. The totes will be stored inside the mill building to prevent freezing.
