STORMWATER DISCHARGESASSOCIATED WITH INDUSTRIAL ACTIVITY (cont.) <br />Transportation facilities which have vehicle maintenance, fueling, equipment cleaning or airport deicing, including: <br />40 Railroad transportation <br />41 Local and suburban transit and interurban highway passenger transportation <br />42 Motorfreight transportation and warehousing (except 4221, 4222, 4225) <br />43 U.S. Postal Facilities* <br />44 Water transportation <br />45 Air transportation (facilities that use less than 1000 gallons of deicers) annually, and /or that have <br />annual fuel sales of less than one million gallons /year) <br />5171 Petroleum bulk stations & terminals <br />*The Division currently does not have permitting authority over federal facilities. Should this change during the life of this <br />permit, facilities under SIC Code 43 may be covered by this permit. <br />Although the Office of Management and Budget's North American Industry Classification System is intended to replace the <br />1987 Standard Industrial Classification Code, Colorado has decided to continue using the 1987 SIC code system as the <br />primary classification system under Colorado's stormwater permits because the slorinwater regulations (Colorado <br />Discharge Permit Regulations, Reg. 61) refer to these codes and because this code system identifies facilities adequately. <br />EPA is implementing the same policy in its Multi- Sector General Permit. <br />For any facilities that do not require coverage under the stormwater regulations, but still wish to be covered under this <br />general permit, the Division reserves the right to certify them tinder this permit. <br />The Division also reserves the right to include under this general permit any specific facility not otherwise covered. This <br />determination would be based on the reasonable potential of a specific industrial discharger to contribute to a violation of a <br />water quality standard, or to be a significant contributor a ollutanis to state waters. <br />IV APPLICATIONANO CERTIFICATION <br />Certification under the permit requires submittal of an application. Upon receipt of all required information, the Division may <br />allow or disallow coverage under the general permit. See Part LA.3 of the permit for an outline of the applicable time frames. <br />At least thirty days prior to the anticipated date of discharge, the owner (or operator when the owner does not operate the <br />facility) of thefircility shall submit an application as provided by the Division. (Note - Under the Federal regulations, this is <br />referred to as a Notice of Intent, or NOI. For internal consistency with its current program, the Division will continue to use the <br />term "application.') <br />Refer to Part LA.2. b of the permit for a description of what must be included in an application for coverage under this permit. <br />If this general permit is applicable, then a certification will be developed and the applicant will be certified tinder this general <br />permit. <br />� : TERMS AND CONDITIONS OF PERMIT <br />A. StorimvaterManairement Plans (SWMPs): The purpose of a SWMP is to identify possible pollutant sources to stormwater <br />and to set out best management practices that, when implemented, will reduce or eliminate any possible water quality <br />impacts. A SWMP shall be developed for each facility covered by this permit. SWMPs shall include BMPs that are selected, <br />installed, implemented and maintained in accordance with good engineering practices to minimize pollutants in the <br />discharge so that the discharge will not cause or contribute to an excursion above any applicable water quality standards. <br />(The plan need not be completed by a registered engineer.) <br />The Division has a guidance document available on preparing a SWMP.
