livestock or unauthorized persons and guarding, blocking, or barricading roads leading into the
blasting area. The vicinity of charged holes will be barricaded, posted, or flagged against
unauthorized entry. The all clear signal shall be given only after the area has been checked to
insure that no unusual hazards such as slides or undetonated charges exist and access to
or travel through the area can safely resume.
Unavoidable Hazards
This is a list of some unavoidable hazardous conditions that may dictate blasting at times other
than the posted time period. The following conditions shall be cause for detonation under
emergency conditions:
Records
a. Destruction of damaged or deteriorated explosives or detonators in a safe manner.
b. Disposal of misfires and /or undetonated explosives.
c. Firing of charged holes as soon as practical after cessation of static electricity or stray
current conditions when electric detonators are used.
d. Firing of charged holes when weather conditions indicate the existence of an eminent
safety hazard.
e. Operator safety or safety considerations for the general public.
WFC will maintain blast records according to Rule 4.08.5. Each blasting and seismograph
record shall be retained for a period of three years following the date of the blast. Copies of
these records will be maintained at the mine and made available for inspection. WFC has five
(5) blast monitoring devices at present time. See Attachment 2.05.3(6)(a) -3 for detailed
specifications of these machines. These machines will usually be placed at the nearest
inhabited dwelling(s) along with other none inhabited structures such as sewer pipelines,
irrigation ditches and other structures. The closest structures will take monitoring precedence
over further structures due to the limited number of monitoring machines.
Section 2.05.3(6)(a)
Page 10 February 12
