Nucla Sanitation Department. There are twenty -two habitable residences located within a 2640 <br />foot radius of the blast area over the permit life (See Map 2.05.3(6)(a) -1). Each one of these <br />residences will receive a copy of the blast schedule and letters telling them how to receive a <br />pre -blast survey as well as to whether or not they wish to be notified not less than 24 hours <br />before each blast. Since the blast area will move over the permit life, all of these residents will <br />not necessarily be contacted every year. . <br />Blasters <br />All blasting operations will be conducted under the direct supervision of competent, trained, <br />experienced, and certified blasters with proven work records who understand the hazards <br />involved. The blasters will be certified by DRMS in accordance with the blaster certification <br />program of Colorado. Persons responsible for blasting operations at a blasting site will be <br />familiar with the blasting plan and applicable performance standards. <br />Blasting Signs, Warnings and Access Control <br />Blasting area signs and blasting warning signs will be placed along the perimeter of blasting <br />areas and permit boundaries, respectively, and at points of access that could reasonably be <br />expected to be used by the general public. Blasting area signs shall be periodically moved to <br />effectively delineate blasting areas. <br />Audible warning and all clear signals shall be given prior to and following a blast, respectively. <br />The warning signal consists of three short signals from a horn audible for one -half mile from the <br />point of the blast. The all clear signal consists of one long steady signal from a horn audible for <br />one -half mile from the point of the blast. Each person who regularly works or resides in the <br />permit area or within one -half mile of the permit boundary shall be notified periodically of the <br />meaning of the blasting warning signals by written instructions or other appropriate means of <br />communication. Warning and all clear signals are explained on the blast area warning signs, <br />the signs located at the entrance to the mining complex and on bulletin boards in certain <br />buildings which the general public may frequent. The signals are also explained in the <br />published blasting schedule and distributed as explained above. <br />Access to the blasting site shall be controlled by insuring that the blasting area is clear of all <br />Section 2.05.3(6)(a) Page 9 February 2012 <br />
