THE COTTER CORPORATION SCHWARTZWALDER MINE RML CO- 369 -03 <br />RADIOLOGICAL HEALTH & SAFETY PROCEDURES <br />PROCEDURE NO. 1 -10 Revision No. 7 Replaces Procedure: 1 -10 <br />Page: 9 of 12 Revision Date: 07/19/10 Dated: 02/21/03 <br />PHASE 3.0 REMEDIATION <br />A successful resolution to the operations phase of an emergency situation at the surface facilities of the <br />Schwartzwalder Mine will be followed by remediation actions designed to both mitigate the adverse effects <br />of the emergency and reduce the potential for a recurrence of a similar situation. Remediation actions <br />consist of clean -up activities at fire and spill locations, and formal and informal reviews of the emergency <br />and the emergency response plan implementation. <br />3.1 Clean -Up <br />General guidelines for clean -up activities at spill and fire locations are listed below. Specific clean -up <br />guidelines for each material or incident type are included with the field response operational guidelines <br />detailed in Appendix 1 -10C. <br />3.1.1 Clean -up: General <br />An evaluation for cleanup requirements at any fire or spill site will be performed by the <br />Environmental Coordinator immediately upon the successful conclusion of field response <br />operations. This evaluation will include the following considerations, at a minimum. <br />1) Type of material spilled. <br />2) Type of material(s) or structures affected by the incident. <br />3) Affected area (physical extent of contamination). <br />4) Physical configuration of the spill or fire area. <br />5) Personnel requirements and availability. <br />6) Equipment requirements and availability. <br />7) Disposal requirements. <br />Note: Radioactive materials will be promptly retrieved from unrestricted areas as soon as field <br />response operations are terminated. <br />The Environmental Coordinator will be responsible for coordinating cleanup activities in <br />accordance with the post -field operations evaluation. <br />3.2 Review <br />The final stage in any emergency response activity is a complete review of the circumstances leading <br />to the emergency, all response actions taken during the emergency, and post - response remediation <br />activities. <br />The Environmental Coordinator will coordinate the requisite review and issue a report to corporate <br />management summarizing the findings, including any necessary corrective actions. The site <br />Environmental Coordinator shall be responsible for preparing any requisite reports to the Federal Mine <br />Safety & Health Administration. The Environmental Coordinator will prepare any necessary five or thirty <br />day post- incident reviews for all relevant government agencies. <br />
