THE COTTER CORPORATION SCHWARTZWALDER MINE RML CO- 369 -03 <br />RADIOLOGICAL HEALTH & SAFETY PROCEDURES <br />PROCEDURE NO. 1 -10 Revision No. 7 Replaces Procedure: 1 -10 <br />Page: 8 of 12 Revision Date: 07/19/10 Dated: 02/21/03 <br />X establish a preliminary field response plan based upon the initial situation report and the <br />projected course of action. <br />2.2.3 Stage 2 Field Action <br />A Stage 2 Field Action is a coordinated field response to an emergency situation by multiple <br />personnel. A Stage 2 Field Action occurs when an emergency situation cannot be successfully <br />resolved at the First Responder level. Stage 2 field actions consist of operations undertaken in the <br />field by multiple personnel that are designed and implemented in order to control or abate an <br />emergency situation. A coordinated Stage 2 field response operation will continue until the <br />situation has been successfully resolved. <br />Field Action: Operations <br />General guidelines for responding to incidents that involve specific hazardous materials classes or <br />accident scenarios are provided under Appendix 1 -100 to this procedure. The specific course of <br />action taken during a Stage 2 Field Response Action will be determined by the ongoing incident <br />evaluation. Rescue is the primary duty of any field response. <br />Field Action: Specific Personnel Duties <br />Radiation Safety Officer: <br />The Radiation Safety Officer (RSO), or RSO Designated Representative when the RSO is not <br />present, shall: <br />X act first and foremost to prevent unwarranted occupational and environmental exposures <br />from occurring during emergency incidents involving radioactive materials. <br />X monitor response activities and suspend any response activity that creates, or may create, <br />an unwarranted exposure risk. <br />X oversee and coordinate all field response actions until the emergency situation is <br />successfully resolved. <br />X perform an ongoing incident evaluation and determine an appropriate course of action for <br />the response activity, in coordination with other relevant personnel. <br />X coordinate incident response activities with external emergency responders when they are <br />deployed in the field. <br />X ensure that communications with the incident command post and off -site entities are <br />maintained. <br />X ensure that the incident response action is provided with resources that are adequate to <br />sustain the response activity. <br />X coordinate on -site response actions with off-site response activities. <br />X ensure that site response personnel are in a condition suitable for field operations, including <br />the provision of proper PPE, sufficient quality and quantities of equipment, and adequate <br />numbers of personnel for both operations and back -up. <br />
