THE COTTER CORPORATION SCHWARTZWALDER MINE RML CO- 369 -03 <br />RADIOLOGICAL HEALTH & SAFETY PROCEDURES <br />PROCEDURE NO. 1 -10 Revision No. 7 Replaces Procedure: 1 -10 <br />Page: 4 of 12 Revision Date: 07/19/10 Dated: 02/21/03 <br />1.2.2 Off -Site Entities and Regulatory Agencies <br />The Emergency Coordinator will evaluate the emergency situation on an ongoing basis to <br />determine whether the notification of off -site entities or regulatory agencies is necessary. <br />The Emergency Coordinator will be responsible for the notification of off -site entities or <br />regulatory agencies, when necessary. <br />A list of off-site entities and regulatory agencies that may require notification during an <br />emergency situation at the Schwartzwalder Mine is included below. Those agencies that must <br />be notified within 24 -Hours of the occurrence are noted as such. <br />X For Reportable Quantity (RQ) spills: <br />-- The State of Colorado Emergency Management Unit 24 -Hour <br />The USEPA National Response Center 24 -Hour <br />- The CDPHE Hazardous Materials and Waste Management Division <br />- Radiation Management Unit <br />1.2 Notification and Coordination with External Entities (continued) <br />X For RQ spills involving Ralston Creek: <br />- The State of Colorado Emergency Management Unit 24 -Hour <br />- The CDPHE Water Quality Control Division <br />- The Denver Water Board <br />- The North Table Mountain Water & Sanitation District <br />X For a radioactive materials spill outside of the restricted area: <br />- The State of Colorado Emergency Management Unit 24 -Hour <br />- The CDPHE Hazardous Materials and Waste Management Division <br />- Radiation Management Unit (should notify within 24 -Hour) <br />X For any fire at the surface facilities: <br />- The Federal Mine Safety & Health Administration Within 2 Hours <br />X For any fire in the radioactive materials licensed facilities: <br />The CDPHE Hazardous Materials and Waste Management Division <br />- Radiation Management Unit <br />Note: The North Table Mountain Water and Sanitation District and the Denver Water Board must be <br />notified immediately if any spill in Ralston Creek is a potential health risk. <br />
