THE COTTER CORPORATION SCHWARTZWALDER MINE RML CO- 369 -03 <br />RADIOLOGICAL HEALTH & SAFETY PROCEDURES <br />PROCEDURE NO. 1 -10 Revision No. 7 Replaces Procedure: 1 -10 <br />Page: 3 of 12 Revision Date: 07/19/10 Dated: 02/21/03 <br />1.1.2 Off-Work Hours <br />Off -hours notification of response personnel is initiated by the First Responder, who notifies the <br />Emergency Coordinator and any other available response personnel. Currently, the site <br />Environmental Coordinator / RSO carries a pager and is on call for responding to abnormal <br />system conditions. A current list of on -call personnel is provided in Exhibit 1 -10C. <br />1.1.3 Incident Command <br />The first Incident Coordinator contacted shall assume the responsibility of Incident Command <br />until officially relieved by someone of higher authority. The Incident Commander shall ensure <br />that the Emergency Alarm Horn is sounded to alert all site surface personnel that an emergency <br />situation exists. The Incident Commander shall then proceed to the designated response <br />assembly point to coordinate field operations. <br />Note: Once a response operation is under way, a change in Incident Command should only <br />occur if the change would significantly improve the response to the emergency situation. <br />Incident Coordinators must evaluate the situation on an ongoing basis to determine the best <br />course of action to take during a response. <br />1.1.4 Emergency Coordinator <br />The Radiation Safety Officer should first and foremost act as the Emergency Coordinator during <br />an emergency situation at the Schwartzwalder Mine surface facilities. <br />1) The Emergency Coordinator will perform the following duties: <br />a. Maintain contact with and coordinate site operations and personnel with the incident <br />response operation. <br />b. Evaluate the incident on an ongoing basis and coordinate the site incident response <br />operation with Corporate Management and any outside emergency response <br />organizations, such as medical and fire services, responding to the mine site. <br />c. Designate a suitable alternate during their absence. <br />1.2 Notification and Coordination with External Entities <br />Notification and coordination with external emergency response organizations, potentially affected off - <br />site entities, and regulatory agencies may be necessary during an emergency situation at the <br />Schwartzwalder Mine. <br />1.2.1 External Emergency Response Organizations <br />The Emergency Coordinator will evaluate the need for assistance from external emergency <br />response organizations, such as medical and fire services, at the earliest possible moment <br />during an incident response. Notification of external response organizations must be done <br />promptly, when necessary. <br />The current external medical and fire service organizations available for assistance during an <br />emergency situation at the Schwartzwalder Mine are listed in Exhibit 1 -10D. <br />
