To the best of my knowledge, based upon niy professional expertise and to <br />the extent possible, this haul road at the Seneca II-W Mine was <br />constructed with prudent state-of-the-art earthen construction. Further, <br />the structure was constructed in compliance with the approved design, to <br />the extent possible, as specified in Tab 13 of the approved permit. <br />Drainage contro] is provided by culvert and ditches and are listed in <br />Tables 1 and 2. Sediment control for some stockpiles is provided by <br />catchment ditches and/or catchment basins as described in Attachment 13-8 <br />and depicted on Exhibit 13-2. <br />The as-built haul road location, and the horizontal and vertical alignment <br />are shown on Exhibits 13-13.1 through 13-13.5. The road width is adequate <br />for the anticipated volume of traffic. <br />Density tests and proctors were taken to ensure proper compaction on all <br />fill areas. These test results are found in Addendum 1. All fill was <br />placed in accordance with specifications found in Tab 13 of the approved <br />,~ permit. The road structure appears to be stable, evidencing no <br />indications of cracks, deep rutting, settlement, or slope instability. <br />Side cut slopes are 1.5H:1V or flatter with most cut slopes at 2H:1V. Cut <br />slope stability is not a problem at this time.
