• INTRODUCTION <br />Haul Road A was designed and constructed during 1989 and 1990 in <br />preparation for coal haulage in 1990 from the Seneca II-W Mine area. AlT <br />salvageable topsoil was removed from the disturbance area and stockpiled. <br />Tables 1 and 2 contain the as-built culvert and ditch design summaries, <br />respectively. The as-built ditch and culvert calculations are contained <br />in Attachments 13-6 and 13-7, respectively. This certification covers <br />approximately 14,200 feet (2.69 miles) of Haul Road A. <br />COPISTRUCTION SUMMARY <br />In accordance with Rule 4, Part 4.03.1(1)(d) of the Rules and Regulations <br />of the Colorado Mined Land Reclamation Board pursuant to the Colorado <br />Surface Ccal Mining Reclamation Act 34-33-101 et. seq., I, Ronald J. <br />Gehrke, hereby certify that the construction of Haul Road A was inspected <br />" by myself. I, Ronald J. Gehrke, am a 1977 graduate in civil engineering <br />and I have been a Registered Professional Engineer in Colorado since <br />November 22, 1982. I visited the site on numerous occasions during the <br />• construction period. <br />On September 20 and 21 1989, I visited the construction site and observed <br />topsoil removal for Haul Road A and placement of fill material according <br />to the approved design and specifications. <br />I visited the construction site again on November 1, 1989, May 21 and 22, <br />1990, and June 19 to 21, 1990 and observed placement of culverts and fill <br />material. These activities were conducted in accordance with the prudent <br />state-of-the-art earthen construction. On June 26 and 27, 1990, I <br />inspected Haul Road A and construction was completed except for some <br />additional subbase material and the surface material to be placed. I <br />inspected Haul Road A on September 5, 1990 to check the drainage control <br />and horizontal and vertical alignment. <br /> The purpose of my inspections and certification was to ensure proper <br /> construction of the TAHR and to satisfy the requirements of Rule <br />• 4.03.1{1)(d) of the Colorado Mined Land Reclamation Division. <br />
