Exhibit D — Reclamation Plan. Cooley would like to propose a change to the initial submission
of the recharge ponds in -slope final gradient from a 2:1 slope to a 3:1 slope in the reclamation
plan. The recharge berms will be constructed 2 -3' above the existing natural ground. The
outside slope final gradient will be 3:1, and the berm will be constructed at a width of 6 -8'.
Stockpiled fill from stripping site and available soils from berm construction will be used to
construct slopes. Berms will be constructed using dozers. The bottom of the recharge pond
will be leveled and prepped with a dozer, for water recharge using a dozer.
The berms and outside slopes of the Pepper Recharge Pond will be broadcast seeded and
harrowed with a dryland pasture mix. We anticipate area to reseed to be one (1) acre. We
propose to reseed at a rate of 15 Ibs /acre at a cost of $ 2.10/Ib. I previously submitted a letter
from Rio Grande Commodities and a "Sharp's Dryland Pasture Mix" label.
Other than spring surface water for recharge, there will not be a source of irrigation,
therefore, we do not propose to mulch or fertilize the dryland seeded area of the Pepper Pit.
Cooley's proposed reclamation plan will begin by shaping berms and slopes with a dozer.
Berm will be constructed to an approximate height of 2' -3' above existing natural ground.
The inside and outside slopes will be constructed with a final gradient of 3:1. The width of
the berm will be constructed 6 -8' wide.
The bottom of the recharge pond will be flattened, with a dozer, and leveled for surface
water recharge.
Topsoil stockpiled from scarifying site, will be placed on the entire slopes of the pond.
Dryland pasture mix will be broadcast and harrowed.
Site grading around non - excavated area surrounding pond.
Upon notice of required financial warranty, I shall submit to Barbara Coria, at the Division
Denver office, a business check for said amount and with fully- executed financial warranty.
I will file this document and the Rio Grande Commodities specifications of Dryland Pasture
Mix and the product label with the Rio Grande Clerk and Recorder and emailed fully executed
receipt verification to your email address. These are the only two documents that have not
been filed with the clerk.
Please contact us with any questions you may have.
Sincerely,
C 1 ar21-14"--d-'
Donna Cooley
